If you are interested in joining a work group or simply attending a meeting as a guest, please contact the appropriate work group leader or any member of the JDAI Management Team.

Stakeholder Group: Toni Carter, Co-Chair, 651-266-8366; Geoge Stephenson, Co-Chair, 651-266-8326. The Stakeholder Group provides an excellent forum for collaborative resolution of JDAI/DMC issues. The group determines policy for the JDAI/DMC initiative using analytical approaches to decision-making, management, and organization. Participation is by invitation. Meets Wednesdays 12 - 1:30 p.m. quarterly. 2009 Meeting dates are January 28, April 15, July 15, and October 21 at locations TBD.

Steering Committee: Peter Jessen-Howard, Chair, 651-266-5343. The Steering Committee is a group of leadership-level agency staff members and community advisors responsible for a) providing assistance to the Stakeholder Group to develop an overall strategic direction for the initiative; and b) creating and executing the JDAI/DMC plan of work. Participation is by invitation, and required for all work team chairs. Meets 12 p.m. - 2 p.m. third Thursday monthly at the Curfew Center Room, Juvenile Justice Center, 24 W 7th Street, Saint Paul, 55102.

Communications Subcommittee: Chris Crutchfield, Chair, 651-266-2558. The Communications Subcommittee is a group of agency staff members, public relations, communications and marketing professionals, and community advisors who provide the initiative with guidance, advice and technical assistance. Meets 4:00 - 5 p.m., fourth Wednesday monthly at Curfew Center Room, Juvenile Justice Center, 24 W 7th Street, Saint Paul, 55102.

Data Subcommittee: Connie Nowacki, Chair, 651-266-2388. The Data Subcommittee is a group of agency staff members, technical and other advisors who provide the initiative with objective information through data collection, mining, management, reporting and analysis. The result of this group's work allows for good decision-making and is critical to the success of the initiative. s 2 - 3:30 p.m., quarterly starting June 2009. Meets Tuesdays, 2 - 3:30 p.m. quarterly starting June 2009. Remaining dates for 2009 are September 15 and December 15 at Ramsey County Government Center West, 50 W Kellogg Blvd, Ste 650, Saint Paul, 55102.

RAI Subcommittee: Gwen Rouleau, Chair, 651-266-5225. The Risk Assessment Instrument (RAI) Subcommittee is a group of agency staff members, technical and community advisors who develop, monitor and track the objectivity and consistency of intake decisions. Meets 12 p.m. - 1:30 p.m., second Wednesday monthly, at the Curfew Center Room, Juvenile Justice Center, 24 W 7th Street, Saint Paul, 55102.

Detention Alternatives Subcommittee: Melvin Carter Jr., Co-Chair, 651-335-0734; Laura LaBlanc, Co-Chair, 651-495-1505. The Detention Alternatives Subcommittee is a group of agency staff members, technical and community advisors who inventory, facilitate, monitor and track effective alternatives to secure detention and their usage. Committee currently does not meet. Co-Chairs continue to attend Steering Committee Meetings and to monitor the progress of alternatives.

Special Detention Cases Subcommittee: Roy Adams, Chair, 651-266-4859. The Special Detention Cases Subcommittee is a group of agency staff members, technical and community advisors who develop relevant reform strategies for safely reducing the presence of "special" cases in secure detention facilities. These cases include: warrants, probation violations, and children awaiting placement after adjudication or disposition. Committee currently does not meet. Chair continues to attend Steering Committee Meetings. Ad hoc committees have formed to address Truancy and Domestic Violence Cases. Committee dates and times vary. Please contact JDAI coordinator for exact times and locations.

Detention Conditions Subcommittee: Brian Portzen, Chair, 651-266-5206. The Detention Conditions Subcommittee is a group of agency staff members, technical and community advisors who monitor the conditions of confinement in the assigned secure detention facility and identify problems that need correction. Meets as needed and conducts in-depth facility inspections annually.

Sustainability Subcommittee: Ad Hoc. The Sustainability Subcommittee focuses on institutionalizing those policies and practices that will perpetuate the new, reformed system despite turnovers, celebrated cases, or political changes. They are also responsible for securing funding to support key strategies of the initiative. Meets as needed. Contact Michael Belton at 651-266-5305 for more information.

Case Processing Subcommittee: Tama Hall, co-Chair, 651-266-5110 and Scott Thompson, 651-266-5112. The Case Processing Subcommittee is a group of agency staff members, technical and community advisors who work to reduce unnecessary delay in the disposition of delinquency cases, thereby enhancing the justice process and decreasing the length of stay for juveniles in detention. Meets 12 p.m. - 1:30 p.m., fourth Monday monthly at the Second Floor Conference Room, Juvenile Justice Center, 24 W 7th Street, Saint Paul, 55102.

DMC Subcommittee Sarah Walker, co-Chair, 612-220-2070, and Judge George Stephenson, co-Chair, 651-266-8326. The DMC subcommittee focuses on reducing racial disparities through specific strategies (in addition to those listed above) aimed at eliminating bias and ensuring a level playing field for youth of color. Change in this arena also requires persistent, determined leadership because the sensitive nature of these discussions and changes frequently provoke defensiveness and avoidance. Meets 5:30 p.m. - 7:30 p.m., second Thursday monthly at YWCA, 375 Selby Avenue, Saint Paul, 55102.

Tri-County Team Minnesota State JDAI Coordinator (Angelique Kedem), 651-224-3344. The Tri-County Team consists of the JDAI/DMC Coordinators for Ramsey (Earl Ross), Hennepin (Jerald Moore) and ( Carole Wandersee) and Dakota (Vanessa Glavas) counties and their respective Authorized Grant Representatives. The Tri-County Team is a network that coordinates regional efforts with the Annie E. Casey Foundation, promotes reform efforts statewide, and participates in the Juvenile Justice Advisory Council (JJAC) and its DMC Committee. Meets 11:30 a.m. - 1 p.m. third Wednesdays at Association of Minnesota Counties, 125 Charles Avenue, Saint Paul and quarterly with the Annie E. Casey Foundation.

JDAI Management Team TheThe JDAI Management Team consists of the JDAI Coordinator, Earl Ross, Community Laison Specialist, Michael Steward, and Assistant Director-Juvenile Division, Peter Jessen-Howard. The management team is secured to provide administration, coordination, planning and leadership services to the initiative. The team reports directly to Ramsey County Community Corrections.
